Background

South West Yorkshire Partnerships NHS Foundation Trust (SWYPFT) contacted NOE CPC for support to undertake a procurement process for IT services. As the Trust was evolving there was a greater demand on IT Services and the scale and value of the service provision had become business critical. The nature of the previous service provision meant there was also a TUPE aspect to the procurement.

How NOE CPC contributed

An extensive amount of work was undertaken in the first instance to establish the scope of the project and ensure that it streamlined processes, integrated all service levels and enabled the Trust to operate as one. In addition it was also important to test the market response ensure that such a solution could be provided.

NOE CPC ran a competitive dialogue process for the trust over a 12 month period. This was a multi-stage project, allowing discussion between the Trust and bidders, to clarify the trust strategy and to share innovative approaches to service delivery.

NOE CPC mobilised the project and ensured OJEU compliance throughout this extended period, this involved:
• Creating and maintaining the procurement plan
• Developing of the appropriate ITT documentation for each dialogue stage
• Managing the conduct of the bidder dialogue sessions
• Input to the development of the specification of requirements
• Managing all communications between the bidders and the Trust

NOE CPC provided full support throughout the process and managed all the bidder communications and correspondence, utilising our e-tendering and e-evaluation systems.

Outcome

The trust contracted with the successful bidder, achieving an improved service, within the trusts budgetary constraints. The mobilisation period is currently underway, including the TUPE transfer of a number of staff to the new provider.
