Apprenticeships Dynamic Purchasing System

01/04/2017 - 31/03/2021

NOE CPC has opened a Dynamic Purchasing System (DPS) to allow NHS organisations to access Skills Funding Agency approved providers in a manner compliant with the requirements of the Public Contract Regulations.
In response to the introduction of the Apprenticeship Levy, in effect from 6th April 2017, NOE CPC has opened a Dynamic Purchasing System (DPS) to allow NHS organisations to access Skills Funding Agency (SFA) approved providers in a manner compliant with the requirements of the Public Contract Regulations.
This DPS is intended to provide contracting authorities with
compliant access to a wide range of providers, all of whom have been assessed and accepted onto the Skills Funding Agency Register of Approved Training Providers (RoATP) as a main provider.
It provides a compliant route to market for the public sector, enabling them to contract with SFA approved suppliers.
As a Schedule 3 (“Light Touch”) service, contracting authorities may decide to either run a competition between the appropriate providers, against the relevant occupation/geographical area, or make a direct award based subject to being assured that this represents best value for money for both the contracting authority
and apprentice cohort.

Each occupation (“standard”) has a pre-determined funding cap, which is the maximum amount the Government considers is needed to deliver the standard. However, without exceeding the maximum cap, trusts may secure preferential rates with their training providers either during a competitive exercise or prior to direct award.
