Non Medical Non Clinical Temporary Staffing

01/07/2015 - 30/06/2019

This framework has been awarded by Crown Commercial Services.

This framework covers the provision of temporary staff for a broad range of white and blue collar staff from the most junior to board level roles.

The framework has 8 lots, 6 based on specialisms, one for neutral vendor and one for a master vendor service. A range of suppliers has been appointed to each lot.

The Award Support Tool and Pricing file are held within the CCS e-sourcing platform ‘Emptoris’:

Please note you will be required to register to get a log in and password to view these files.

A choice of pay rate – agreement based on the NHS Agenda for Change (AfC) pay rates and pay bands including provision for compliance with Agency Worker Regulations following 12 weeks of service.

A clear charge rate – straightforward rate card showing charge rates for both PAYE and limited company temporary workers based on the AfC pay rates.

Risk management – focus on managing the risks associated with engaging interim workers e.g. Agency Worker Regulations and stakeholder pensions and a regular
audit to ensure compliance with NHS Employers Employment Check Standards.

Management Information – available on demand for all customers to detail reported spend.

No temp to perm charges – if you comply with the transfer fee rules.

  • Lot 1: Neutral vendor
  • Lot 2: Master vendor
  • Lot 3: Admin and clerical
  • Lot 4: Corporate functions
  • Lot 5: IT professionals
  • Lot 6: Legal
  • Lot 7: Clinical coding
  • Lot 8: Ancillary staff

Lots 3 to 8 allow you to engage either on a direct engagement/fixed-term basis (employed by the trust for a fixed period of time) or as temporary resource (not employed).

A total of 175 suppliers are appointed across all 8 lots.

The pay rates are capped and are based on zero hours commitment, so there is potential for further savings if a further competition is run.

Pay rates are structured around AfC and new simplified pricing tools are available that reflect an all-inclusive total charge rate.
