This framework agreement is split into Lots covering the main waste services contracted by the NHS and wider public sector bodies. It aims to provide a compliant route to market for contracting authorities for a safe, sustainable, and efficient waste management service.

The Total Waste Management Services III framework has been designed for NOE CPC members, NHS organisations, and other public sector authorities. It provides a compliant route to market, allowing for further competition or direct award of contracts. Suppliers are ISO 9001:2015 and ISO 14001:2015 certified (or equivalent) and have the necessary capability to manage various waste streams, including healthcare waste, clinical waste, confidential waste, reusable sharps, washroom waste, WEEE, IT disposal, and uniforms and textiles. Healthcare waste suppliers comply with HTM 07-01 guidelines. Contracts can be awarded for up to seven years, offering a sustainable, cost-effective waste management solution.

  • A framework agreement for use by NOE CPC members, the wider NHS and healthcare sector as well as other public sector authorities.
  • A compliant route to market, permitting contracting authorities to run a further competition and/or direct award.
  • Supplementary call-off Terms and Conditions relating to Step-in Rights for Contracting Authorities who wish to incorporate these into their further competition process.
  • All suppliers hold ISO 9001:2015 Quality Management System and ISO 14001:2015 Environmental Management System (or equivalent standard).
  • Suppliers appointed with the appropriate capability and capacity for the relevant waste streams. For Healthcare Waste, Suppliers have ensured compliance with Safe and Sustainable Management of Healthcare Waste (HTM 07-01).
  • Contracts can be let for up to seven (7) years under the framework agreement.

  • Lot 2A - Healthcare Offensive Waste*
  • Lot 2B - Healthcare Alternative Treatment*

  • Lot 3 - Reusable Sharps & Related Waste*
  • Lot 4 - Washroom Waste
  • Lot 5A - Confidential Shredding
  • Lot 5B - Secure IT (WEEE) Recovery & Recycling
  • Lot 5C - Uniforms & Textiles

*Please note the following:

  • For Lots 2A, 2B & 2C, Contracting Authorities can procure these services individually, or combine Lots together to run a Lotted further competition.
  • It is advised under Lot 3, that the requirements and proposed solution from the supplier is acceptable to the Contracting Authority, prior to contract award.
